If I had $4 million dollars to help out my community I would…
Build a local housing complex (furnished condo-apartment style)  that would temporarily house families/singles with friendly pets who have lost their houses/jobs due to the economic meltdown.  I thought this idea would help decompress the local pet shelters who have seen an increase in drops off due to living/financial crisis.  This proposal would also help keep families (four legged friends included) intact thus decreasing their mental stress and bringing some hope to all involved.
This complex would have a nice fenced in area for the dogs/families to play with multiple accessible biodegradable poop bags (families would be responsible for cleaning up after their pets).  I would get a pet food company, like Natura Pet foods, to sponsor my project and provide proper nourishments to the animals living in the complex. I would also try to get some local vets to provide low cost/free routine medical care for the pets living in the facility.
Families would be required to contribute financially to the housing complex on a sliding scale basis.  They would also be responsible to help out with grounds maintenance such as weeding, lawn mowing, and cleaning the common areas to help keeps operating costs down.  Once they have found pet friendly housing and employment they would no longer be eligible for the housing.
