This contest entry was submitted by Rodney Mondor.  It needs a lot of fleshing-out, but the intention behind it is a good one…

Combination effort with DHHS. Provide a training/care facility for pets. Offer children in foster care a place to come and train and care for pets.  This effort could build self-esteem for the child. Teach them control, patience and determination. Many times families are reluctant to take a foster child in when they pets because of the safety factor.  This way the child has an awareness on pet training and care. And will feel a sense of purpose.
